Jeff Devine, D.C. — Chiropractor
From an early age, I believed my body could heal itself and I tried to avoid quick fixes that simply cover up symptoms. I didn’t know why yet, but I just didn’t have all the pieces of the puzzle.
Suddenly it made sense why an upper-back adjustment might help someone breathe easier, or why standing taller after a low-back adjustment could improve circulation and energy. When we restore proper function, we restore quality of life. That idea resonated deeply with me, and it still drives me today.
Fast forward 25 years (plus four years at Palmer West Chiropractic College), and I’m now opening my fourth chiropractic center in Lake Oswego OR with my new business partner Jodi. Along the way, I’ve had the joy of raising three amazing kids, currently spread across grade school, middle school, and high school, and sharing life with my wonderful wife Cindy, a dental hygienist with a love of cooking and growing our food. Together, we joke that we’re in the business of “spinal and dental hygiene.”
As a family, we gravitate toward healthy eating, regular exercise, and avoiding toxic lifestyles. Outside the office, you’ll usually find me on a soccer field, out boating, or riding motorcycles with my kids. Sports and movement are part of who we are.
I grew up humbly in Oklahoma before moving to Eugene, Oregon, in high school, a shift that gave me a broad perspective on people, culture, and what motivates us. No matter our backgrounds, we’re more alike than different, and we all thrive when we’re healthy.
My mission is to share chiropractic with everyone willing to listen, and to leave my community a little healthier than I found it. I look forward to meeting you and being part of your health journey.
Jodi Black — Co-owner
Welcome to Form & Function Chiropractic! As the co-owner and managing director, I oversee day-to-day operations and work directly with patients as a certified holistic nutritional coach. I originally studied at the University of Florida (Go Gators!) and began my career as a middle school teacher, long before I ever imagined working in the wellness world. My nutritional training came later, through Baumann College, when my personal life steered me toward holistic health.
My journey into holistic health deepened when my son was diagnosed with severe food allergies and autoimmune issues. I quickly realized how much I didn’t know, and how much of what I thought I did know wasn’t the full picture. With few answers available, I began researching tirelessly, discovering how food quality, environmental triggers, and everyday household products could influence the body in ways I had never been exposed to. What followed was a complete restructuring of how we lived: we changed how we ate as a family, swapped out items like our cleaning, laundry, and body products, and rebuilt our routines from the ground up. That experience reshaped my understanding of health, empowerment, and what it means to take ownership of your well-being. It’s also the lens I bring into the office every day, practical, compassionate, and focused on helping people make changes that genuinely matter.
Originally from the East Coast, I moved to Oregon in 2016 and now live in SE Portland with my partner Brendan, our blended crew of four kids, and two cats (Penny and Wilfred). Outside the clinic, you’ll usually find me in the garden, my happiest place. I grow herbs, vegetables, and flowers, and I’m constantly experimenting with how many ways one backyard can be turned into a mini-apothecary. Whether I’m harvesting basil, drying calendula, or coaxing something suspiciously wilted back to life, the garden is where I reset and reconnect. When I’m not gardening, I love long walks and hikes, hot yoga, reading, and binging podcasts about obscure history and true crime.
What inspires me most about our Lake Oswego clinic is creating a space where people feel supported, seen, and capable of meaningful change. With the demands of modern life pulling everyone in a thousand directions, our goal is simple: help people feel stronger, brighter, and more themselves. We run our clinic with respect, honesty, and heart, and I’m proud of the care we provide.
